1) Decide what you want for a job; If you decide "I'll take anything" you'll end up with nothing.
2) Have your resume prepared by a professional. Lots of free help at most state employment agencies.
3) Don't bother with job boards. You have better things to do than sort through all the trash and delete the useless e Mails they generate.
4) Target your market; understand where the jobs are (Department of Labor and state Labor stats are great resources); who is hiring and for what.
5) NETWORK; Make sure your Linkedn page is updated; let friends, colleagues, family, neighbors and strangers know you are looking and what you are looking for.
6) Target companies you want to work for or that hire for your chosen career and look at their web page, in particular their careers page and apply within that web page if possible.
7) Using Linkedn you can usually identify your target company employees; do not aim for the CEO or other upper management; you want to talk to immediate supervisors you would work for/with; you don't want to ask about jobs, ask about anything else; Shooters favorite; you guys are leaders in (insert issue or process they are known for) and I'm really curious how that effects your job/department/unit. The goal is to introduce your name, and to start a conversation with them. You can lead the discussion around to job openings once you have developed a line of communication. On another note and this is not directed at anyone but only an observation. There is a guy in the condo complex I live in that is "between jobs" and he still gets up early every day (rain or shine) and goes collecting bottles/cans and without fail he has been able to make a double up mortgage payment on his place monthly and his 25 year mortgage that he took 5 years ago will be paid off in the next 5 years ... plus it helps keep his fridge full at the same time. I drive him around some times on really cold days and take him to businesses from friends that collect recyclables for him that ensures he always has a nice Christmas.
